Hart Board to discuss district construction efforts

The William S. Hart Union High School District Governing Board is expected to discuss facility updates at Valencia High School, Canyon High School and Golden Valley High School during its regular meeting Wednesday.

These construction efforts include the purchase of relocatable classrooms, updates to Career Technical Education (CTE) projects and updates to the district’s shade structures.

At Valencia High School, the Governing Board is expected to approve the purchase of three relocatable classroom buildings from Class Leasing Inc.

The buildings, located in the center of campus, are larger than regular potables and house one computer lab and one science lab.

They were added three years ago, in the 2014-15 school year, to address the shortage of science classrooms on campus.

The district’s lease on these portables is about to expire and they have to option of returning the buildings, renewing the lease at the cost of $23,826 per year or purchasing the buildings for $261,618.

According to the district, the school has no intention to return the relocatable until several years after the opening of Castaic High School.

The agenda item states that the purchase of the relocatable will save the district money in the long-term and will save the cost of dismantling and returning the buildings and disconnecting utilities and low-voltage to the units.

With this purchase, the district is expected to use a “piggyback bid” from the Capistrano Unified School District and purchase the buildings using money from its Community Facilities District fund.

The Governing Board is also expected to approve a construction management services proposal from Lundgren Management to update CTE programs at Canyon High School and Golden Valley High School.

These projects includes the welding program in Building V and video studio in room E2 at Canyon, and the multimedia classroom in room 521 at Golden Valley.

The work will cost $75,437 plus reimbursable expenses and will include construction management services, budgets and construction for all three projects.

The Governing Board is also expected to approve an architectural services proposal for the same school sites and projects to Taller Dos Flores.

According to the proposal, the Canyon multimedia classroom improvements include shortening the interior non-load bearing wall, removing carpets to expose the concrete floor, re-wiring lights over the anchor desk to provide an independent switch and adding an overhead cable tray to remove tripping hazards.

At Golden Valley, improvements include removing casework and teaching walls, removing old floor outlets and installing new outlets on walls, providing power and video for two new LCD TVs and adding teacher storage.

Work from Taller Dos Flores will include preparing bid documents for public bidding, assisting with bidding phases and helping with construction administration, which will cost $41,200 for the welding project and $12,860 for the classroom projects.

Finally, the Governing Board is also expected to approve an architectural services proposal to develop an Americans With Disabilities Act closeout bid package to Oasis Associates.

The shade structures were installed at schools last summer, but many of the structures need to upgrades for DSA accessibilities.

These updates at Canyon High School, Golden Valley High School, West Ranch High School, La Mesa Junior High School, Placerita Junior High School and Sequoia School will exceed the district’s bid limit and budget.

To remedy this problem, Oasis Associates prepared a fee proposal to consolidate the upgrades into one package to advertise the project for public bidding.

Appointments

At the beginning of their meeting, the Governing Board is expected to appoint a new director of classified personnel and appoint the district’s new Chief Financial Officer.

The board is also expected to appoint Dr. Ana Dwork to the Measure SA Citizens’ Oversight Committee to act as a member at large.
