A Head Start program located in the Castaic Union School district is considering moving its portable classroom to the Newhall school District’s Wiley Canyon Elementary School site.
The Newhall School District Governing Board is expected to review the modular placement, land-lease agreement and possible classroom rental for the Head Start program during its meeting Tuesday.
Currently, Wiley Canyon Elementary School houses a Head Start program, run by Volunteers of America, out of rented classroom space. Head Start has conducted a Head Start preschool program within the Newhall School District since 2005.
An agreement with Head Start details the continued rental of classroom space for 2017-18 at Wiley Canyon, conditions for the placement of a portable building on the Wiley Canyon campus to be open for 2018-19, land lease agreement for the portable and the possible rental of additional small portable owned by district.
Measure E GO Bond
Governing Board members are also expected to hear a final report from Chris Hiatt of Keygent, LLC on the issuance of 2011 General Obligation (GO) Bonds.
On Nov. 8, 2011 voters approved the issuance of $60 million of Measure E GO bonds to finance the design, construction, acquisition, improvement, installation, restoration, rehabilitation, modernization and improvement of public schools, school site and school facilities.
According to the final report, the district successful sold $60 million in bonds June 15 to repay 2012 and 2013 bond anticipation notes (BANs) and fund $3.8 million for projects.
The total anticipated principal and interest cost of the bonds will be $95,259,139.13, according to the report.
At closing on June 29, $3,787,646.20 was deposited into the district’s building fund for Measure E projects.
This deposit represents the amount of the bonds being issued ($60 million) minus the BANs to be repaid ($55,992,353.80)and minus the cost of issuance (220,000).
Rejection of Claim
Governing Board members are also expected to reject a claim for damages dated June 15 for an incident that occurred May 5.
Sarah Pham submitted the claim for damages totaling $6,608.51 on behalf of Samantha Thai citing injuries and damages as a result of an incident May 5, according to the agenda item.
The district’s liability insurer recommended a rejection of the claim.
At a later date, the Governing Board is expected to revisit security needs at Valencia Valley Elementary School with potential improvements—like cameras, lighting and changes to the main building entrance—and a fence on campus.
The board is expected to review the security information after staff return with information about the school site.
