COC to discuss annual financial and budget report

The College of the Canyons governing board is set to discuss the annual financial and budget report for the 2025-26 fiscal year and is recommended to approve the acting superintendent/president employment agreement during Wednesday’s meeting, according to the agenda.  

The Annual Financial and Budget Report is a comprehensive report required by the state chancellor’s office to evaluate the financial condition of districts and used within the system for comparing financial results across all state community college districts, according to the agenda. The report must be completed and certified on or before Oct. 10.  

Revenues will be presented in detail for the unrestricted general fund, restricted general fund, and a combined total of both funds, according to the agenda item. It also states that revenues that have been received in accordance with the district’s budget plan and identified savings and shortfalls have been recorded in the appropriate categories.  

Other sections set to be discussed in relation to the budget include expenditures by activity, Gann Appropriations Limit Report, and lottery actual reports, according to the agenda.  

Approval of the acting superintendent/president’s employment agreement is also on Wednesday’s agenda.  

Following the separation between COC and Interim Superintendent David Andrus, the board appointed Jasmine Ruys as acting superintendent on Sept. 10. Andrus now officially holds the position until Dec. 31 when it was originally set to be held until June 30, 2026.  

According to the agenda, “it is appropriate to enter the employment agreement for the acting superintendent/president,” which is still being revised and is not yet finalized.  

Other items included on the agenda are the first readings of a set of board policies in relation to standards of scholarships, athletics, bids and contracts, and district fundraising.
